The Order of Foreign Citizens Arrival at PSTU

Arrival of foreign citizens from the visa countries

Entry of foreign citizens with the visa report on the territory of the Russian Federation is possible if the visa is available. Foreign citizens have the right to arrive to the Russian high school, having entered to Russia under the guest or tourist visa. In this case the university does not bear responsibility for registration the foreign citizens arriving to the Russian Federation for the period of carrying out of introductory tests.

The foreign citizens who have successfully passed entrance tests and who are enrolled according to the University order should renew the visa in their country on the basis of official PSTU Invitation. For this purpose it is necessary for foreign citizen to leave the territory of the Russian Federation and to come to Russian Federation Consular department, which is specified in the Invitation handed out to him or her, to receive the visa with the purpose – Study and to enter the territory of the Russian Federation again for studying at PSTU.

Foreign citizens can enter Russian Federation for entrance tests with visa, got in Russian Federation Consular department of their country on the bases of PSTU Invitation. In case of successful passing entrance exams and being enrolled as a student of PSTU, the visa is extended till the end of academic year.

To enter the Russian Federation territory with the student visa and participate in introductory tests for studying at PSTU, it is necessary to send to International office via e-mails (osh@pstu.ru; intedu@pstu.ru) following documents:

1) The Application Form of a foreign citizen.

2) The Invitation Form of a foreign citizen, sent to International office after positive decision of PSTU to allow the foreign citizen to take the introductory tests with the purpose of further studying at PSTU.

3) Scanned copy of the passport page with photo.

In case of successful passing the introductory tests for entering PSTU the foreign citizen should give the package of documents specified in section of the Rules for Foreign Citizens Enrollment.

ATTENTION!

 Within two working days after entrance date on territory of the Russian Federation specified in a migratory card, the foreign student should come to the international department PSTU (the Komsomolsky ave., 29, room 329) for registration. The untimely reference of the foreign citizen concerning registration is an administrative responsibility and is set a fine from 2 to 80 thousand roubles according to the Russian Federation Code about administrative responsibility.

Arrival of Foreign Citizens from Visa-Free Countries

Foreign citizens from the countries of the visa-free message - Azerbaijan, Armenia, Belarus, Kazakhstan, Kirghizia, Moldova, Tajikistan, Uzbekistan, Ukraine - arrive to the Russian Federation for entering Russian high schools using international passports, with the subsequent notice of their arrival. While crossing Russian Federation borders they receive and fill a migratory card on which the stamp of the passport control with date of entrance on the territory of the Russian Federation is put.

Rules for Foreign Citizens Enrollment

Admission of foreign citizens to PSTU on all types of study is carried out on the basis of the personal application submitted to the name of rector of the university and results of introductory tests.

Selection committee of PSTU accepts applications after signing the contract about training of the foreign citizen. This procedure is held in the International department of PSTU. Citizens of the foreign states, except citizens of Byelorussia, Kazakhstan, Tajikistan and the Kirghiz Republic, are admitted to PSTU with the contracts providing the full compensation of expenditures for education.

Enclosed documents are the following:

1. The original document, confirming previous education (not less than secondary education).

2. Notarial certified translation version (into Russian language) of the document on previous education and marks of the studied subjects; the passport with the visa (the entry purpose - Study).

3. The certificate of State Testing in The Russian as a Foreign Language (the first level) or the certificate on the graduating of preparatory faculty for foreign citizens at higher educational institutions of the Russian Federation except citizens from the countries of the former union republics.

4. The medical certificate testifying the absence of contra-indications for study in the Russian Federation with obligatory results of the test for AIDS (it must be originally in English, German or French languages with the appendix of the translation version into Russian, which is notarized).

5. The certificate about equivalence of the education document, received abroad, given out by Supervision Federal Agency in sphere of education and science (except citizens from Azerbaijan Republic, Armenia Republic, Byelorussia, Moldova Republic, Tajikistan Republic, the Kirghiz Republic, Kazakhstan Republic, Ukraine);

Citizens of Georgia, Latvia, Lithuania, Turkmenia, Uzbekistan, Estonia can introduce certificates on equivalence of educational documents within three months after the study beginning.

6. The contract of medical insurance, signed with one of the Russian insurance companies operating in Perm. Availability of insurance policy is a obligatory condition for studying at PSTU.

7. The documents confirming the right for the foreign citizen to stay on territory of the Russian Federation and Perm:

  • The original of the international passport and 2 copies of pages with photo, surname and name;
  • The original and 2 copies of the visa with instructions of the purpose of stay in Russia – "Study" - receiving party is PSTU;
  • The original and 2 copies of a migratory card with a mark about time registration in Perm.

8. Six photos with the size 3х4 cm with a surname on the back side.

9. Contract for studying, signed by foreign citizen.

10. Document conforming the payment of the first period, defined in the contract.

It should be noted that according to the Russian Federation Code about administrative responsibility, the untimely reference of the foreign citizen concerning registration is an administrative responsibility and he or she can be set a fine from 2 to 80 thousand roubles.
